Vice governor and university presidents attended JAAS Innovation System Construction Symposium

The innovation system construction symposium of JAAS was held in Nanjing on January 1, 2011. The symposium aimed at a new round of agriculture technology cooperation between Jiangsu province and Chinese Academy of Agricultural Sciences (CAAS) will provide scientific and technical support for both the agriculture technology progress in Jiangsu province and its modern agriculture development.  Huang Lixin, standing member of Jiangsu Committee of CPC and vice governor of Jiangsu province, President Zhai Huqu of Chinese Academy of Agricultural Sciences attended the symposium and made important speeches. Other leaders present were Deputy Secretary-General Xu Aigui of Jiangsu Committee of CPC, Deputy Secretary-General Yang Genping of Jiangsu Provincial Government, Director Qu Futian of Jiangsu Worker and Peasant Office, Director Wu Peiliang of Jiangsu Agricultural Committee, President Zheng Xiaobo of Jiangsu Agriculture University, Director Wang Xiaohu of Science and Technology Bureau of CAAS, Deputy Director Wang Xuejun of the Bureau of Personnel of CAAS, Secretary of the Party Committee Yuan Xuezhi of Beijing Institute of Animal Husbandry and Veterinary, Director Kong Xiangang of Harbin Institute of Veterinary, Director Yang Zhiqiang of Lanzhou Institute of Animal Husbandry and Veterinary, Director Tong Guangzhi of Shanghai Institute of Veterinary, Director Yang Fuhe of Shanghai Institute of Specialties, Director Zou Jianmin of Shanghai Institute of Poultry, all members of the leader group of JAAS, chiefs of the administrative departments and research institutes. President Yan Shaohua of JAAS reported the innovation system construction and Secretary of the Party Committee Zhao Xihua chaired the symposium.
 
In March 2005, Jiangsu Provincial Government and CAAS signed an agreement of technology cooperation to set up East China Innovation Center with JAAS as the main body. In these five years, thanks to the great attention and support from Jiangsu Committee of CPC, the provincial government and related sectors, the innovation system construction plan was promptly sketched and listed in the major infrastructure needed for implement of  the 11th Five-year Plan. In 2007, the Agricultural Innovation Fund was established to support independent program selection of JAAS and modern agriculture innovation. In 2009, 229,000,000 yuan was allocated by the government for the construction of the research base and innovation building. With the support of CAAS, JAAS made great strides in innovation system construction. JAAS has achieved the breakthroughs in technology platform construction, developments in discipline construction, cooperation in science and technology cooperation with CAAS. JAAS capabilities of scientific innovation, technology transfer and agriculture, countryside and farmers services have been continuously enhanced and all these contributed to the quickened pace of agriculture science and technology progress in Jiangsu.
 
Vice Governor Huang Lixin spoke highly of the progress JAAS made in innovation system construction. She stressed that, the solid support of agriculture technology is indispensable to the good situation of yield increase, efficiency improvement, farmer income growth and rural development in Jiangsu. In the 12th Five-year Plan, the work to serve agriculture, countryside and farmers will give more emphasis to urban-rural integration, agriculture modernization and farmer training. JAAS should make use of the establishment of East China Innovation Center to strengthen exchanges and cooperation with CAAS and agriculture research institutions in adjacent provinces and cities. In this way, the agriculture innovation in Jiangsu province can move to a new stage. First, the functions of innovation system should be improved. JAAS should carry out original innovation in such areas as new variety breeding, facility agriculture, disaster prevention and control, resource utilization, etc. Integrated innovation should cater to the technical needs of big-scale farming, facility agriculture and agricultural standardization. Technology transfer should be centered around the needs of agriculture production and leading enterprises. All these can promote agriculture transformation and upgrading. Second, JAAS should give full play of the system functions. JAAS should never exclude the innovation resources of agricultural research institutions in the city or county level. Instead, by enhancing the exchanges with CAAS and National Agriculture Innovation System, JAAS should integrate into an innovation union to tackle hard-nut problems in science and technology. Third, JAAS should strengthen the construction of new platforms. JAAS should actively engage in the seeds and seedling industry, safe inputs in agriculture, veterinary biological products, salty-soil agriculture and other new platforms to accelerate original innovation and promote the development in emerging industries.
 
President Zhai Huqu retrospected the history and progress in the technology cooperation with our academy. He declared that CAAS will join JAAS in the efforts to set up the technology transfer platforms such as agriculture key laboratories, engineering technical research centre, test and demo base for agriculture high technology and to promote mutual resources sharing. In order to promote the agriculture technology progress in Jiangsu, he promised to strengthen cooperation in such areas as rice, wheat, vegetable and molecular breeding, to take feasible and effective measures to solve the important and key technical problems in modern agriculture development in Jiangsu and to make more efforts in the joint technology transfer and joint construction of regional innovation system.
 
During the symposium, CAAS and JAAS signed the agreement to co-construct Nanjing Veterinary Biological Products Research Center. Vice Governor Huang Lixin and President Zhai Huqu unveiled the plaque. Leaders present also attended the ceremony to lay foundation of JAAS innovation building.
