- The Expert Consultation for 2012 Agricultural Economic and Scientific Development Program
The expert consultation for 2012 Agricultural Economic and Scientific Development Program was held in Nanjing on July 29. More than 10 experts had a group consulting on 70 applications. The experts were from Policy Research Department of Jiangsu Committee of the Chinese Communist Party (CCP), Party School of Jiangsu Committee of the CCP, Jiangsu Development and Reform Commission, Science and Technology Department of Jiangsu Province, Jiangsu Provincial Department of Finance, Jiangsu Provincial Audit Office, Jiangsu Provincial Academy of Social Sciences, Nanjing Agricultural University, etc. The consultation was chaired by Director Sun Hongwu of JAAS General Office, and attended by JAAS Vice President Zhou Jiannong, Director Gu Jun of Finance Division, Director Liu Huazhou of Institute of Agricultural Economics and Information, Deputy Director Huan Honghua of Research Management Division, Deputy Director Shao Mingcan of Technical Service Division, and other directors and experts.
In order to strengthen soft science research, JAAS established a leading group for Agricultural Economic and Scientific Development Research and Agricultural Economic and Scientific Development Soft Science Research Program in April, 2012. On May 23, the announcement of collecting suggestions on the topics of 2012 JAAS Agricultural Economic and Scientific Development Program Research Guide (hereafter referred to as the Guide) was made. Finally, 72 suggestions from 14 management divisions, 3 on-campus institutes, 2 enterprises, and 8 off-campus regional institutes were received. The leading group for Agricultural Economic and Scientific Development Research released 2012 JAAS Agricultural Economic and Scientific Development Program Research Guide based on the suggestions and actual situation of JAAS.
According to the requirements of the Guide, 29 divisions and institutes of JAAS applied 70 programs, among which there were 58 agricultural research management programs and 12 agricultural modernization programs. The expert consultation was held after an initial examination of the 70 programs.VP Zhou stressed that the establishment of Agricultural Economic and Scientific Development Soft Science Research Program was in line with the focus of the government’s agricultural and rural economic work and the scientific development needs. It would provide scientific basis for decision-making in the transformation of the research development mode, the discipline restructuring, the construction of key research infrastructures and a harmonious JAAS. The programs would be evaluated by experts outside JAAS, which would ensure the openness, fairness, and justice of the consultation. Moreover, these experts could enhance the level of the soft science research of JAAS. VP Zhou also mentioned some of her advisory opinions on the application of the program, the evaluation criteria and the requirements of the consulting.
The 70 applied programs were divided into four groups: Agricultural Science and Technology Management Innovation, Agricultural Economic Research, Performance Evaluation and Research Environment Construction, and Research Guarantee System Construction. Experts in each group would evaluate the feasibility, necessity, speciality, and creativity of the programs, and draw a conclusion for the final decision-making.
